Just for the record .It looks indeed as a governement, however the actual operator should be Afrijet as far as my knowledge goes.
Now in a country like Gabon many things are probably owned by the governement, so with Afrijet it might be the same.
Just to be sure i don't want to start a new discussion about Mil /non mil and governement etc. and this is a good visitor anyway.
