probably this aircraft not is a RC-707 but a KC-707.
in the web I've find different infos, but in aircraft database result to be the first VC-707 converted to RC-707
If you've a correct info please correct me.
this in the small photo, the big in High resolution in at follow link.

most likely this KC707 has a dual role in the intell role.

and the bulb underneath the rear fuselage; camera for the boom-controller, or maybe a hose-and-drogue capability from the A-4 era?

That would be the camera system for the boom operator :wink:
(if not mistaken, by hose and drogues the wingtips are commonly used as the jetstream interfeares with center H&D-system)
