Thats a rather strange reason given as NTM is only in May and Real Thaw would be this week.

It may have a connection to Portuguese F-16s preparing for deployment to Poland for Baltic Air Policing in March as can be read in the SIS summary...

Not too strange ;

You need to have enough men, equipment and hours available. The BAP and NTM could for that reason very well effect RT as well as they do for FF.

Personally I believe it has more to do with exercise "Winter Hide" which was held at Monte Real in January/February. This exercise saw American, Dutch and Danish F-16s operating alongside the Portuguese. By the looks of it it was even bigger (in numbers) then the normal Real Thaw exercise, though very different in nature.
