Spotting from within the terminal is best from the end of the Virgin pier where most stuff will be seen at some point. Some good shots can be taken from here albeit through glass https://flic.kr/p/ryry5a
Melbourne like all Australian airports allows access to domestic piers via the usual security check. Drinks can be taken through and there`s no need to remove tablets from your bag.

Outwith the terminal is the official viewing area on the western side of the airfield. The maintenance & biz area will be passed on the way to the viewing area. No problems stopping to read off anything parked.
Another good area is beside an old church just off Sunbury Road at the north end of the airfield. Great here for landing shots on runway 16 after 1500ish.

I found car hire was relatively cheap and fuel was almost half what we pay here. Hotels tended to be slightly more expensive.
