J-369 being involved in this "cable hit"....

What would have been the reason for landing at Phoenix Sky Harbor? Would Luke AFB have been closed, seeing this happened on a sunday morning?

Perhaps a (hydraulic) failure and the need for a longer runway? (KPHX: 11,489ft versus KLUF: 10,012ft)

If on a Sunday Luke AFB will be closed. So no firebrigade next to the runway(only small crew on standby). PHX was open plus you have your rescue services standby. So the choice is easy!
And with a emergency you need to land!!

Weet iemand misschien wat bedoeld wordt met: "De vlieger maakt deel uit van een F-16-detachement in Nederland. Dat voert tijdens een bezoek trainingsvluchten uit bij het Netherlands Detachment Tucson Arizona."?
