My first guess would be US special ops. Seeing they are using the hangar and parked next to a PC-12. Djibouti seems to be one of the largest bases of US special ops in the region these days and of course they are using just about anything the rest of the US military doesn't seem to use.
But, nothing more than a guess....

What does the S-92 give the SOF guys that a H-60 doesn't? More range - more room ?

Probably both, but it's doubtful if that's the real reason why they're using it. Like Erwin said, special ops teams have a remarkable urge to use anything that doesn't comply with DoD standards.

Had a look in the S92 productionlists, and assuming they are not new delivered there are a few options.
Best looking to me are N992SK and N465VL.
N992SK is registered to Leasing Source Llc /Montana and was seen in Malta in 2012 arriving from Sigonella, so at least some links to the US Military?
N465VL is registered to Vertilease Llc Montana with the same owner as Leasing source Llc /Montana, both company's seem to exist at paper only and both S92's are rarely seen/ photographed.
Once more, just a wild guess!!!!
