That is one thing. The 52nd could also be downgraded in status if not to go in total. Deployments could also use other bases in the AOR. Secondly should need arise the remaining HAS area at Ramstein could be upgraded.

Spangdahlem is not closing down for sure !
They have done ( and still doing) a lot of new constuction work and are not stopping doing so.
Even the "relocation" of the 480th FS to Aviano raises a lot of questionmarks as there is simply not enough room on base for another full operational Fighter Sqn

Let’s first wait and see who wins elections in november... only after that the course of the USA in the worldwide theatre will become more clear.

Two things to consider here:
1. Money that has already been spent is considered to be sunk cost and should not play a role in strategic decisions. There have been cases in the past where bases were closed right after costly modernization projects.
2. Elections in November, results in... nobody knows, transfer of power should happen on January 20th if Biden wins. That's still almost three months from now and apart from that, I don't think anyone knows if Biden has a strong opinion about some squadron in Europe relocating to another base in Europe.
So, the most realistic scenario seems to be that this will all go ahead with a closure of Spangdahlem as most likely final outcome.

Spangdahlem: Loss of Fighter Mission Doesn’t Mean the End of the Base
They will have more space for deployments and/or forward operating duties

But that also means that the old plans for Mildenhall closure are back on the table, so in both cases there are winners and loosers.
