N1: the CEO of all civil US-registered aircraft and you refer to it as MIL?
I would say: this is as CIVIL as an aircraft can possibly get in its entire life!

Indeed, that is one opinion.
But there are different kind of people with different kinds of opinion.
I know there are some strange folks out there who say they only do military but include governmental aircraft as well
So, to inform them, this is the way to do it.
