Both the prime minister of Spain and Portugal will visit PM Rutte. Likely they will land at Rotterdam airport. The Spanish PM will likely arrive in the afternoon and the Portugese in the evening before dinner.

Leaving politics aside, I don't believe Kosovo has any government or military planes that could take him to The Hague.
