no stepladder used at all...
I took these pictures from the road and used some concrete obstacles located at this spot :-)

Conclusion then is the visit itself was not important. Otherwise they would have removed those obstacles.... Great pictures!

Apparently Ashton Carter was on board.. Secretary of Defense not important enough? It's (almost) always possible to take fairly decent shots at Abelag without stairs, or further down the Ringlaan near the parking lot.
Rome has Bufalotta, Arizona has alotta BUFF..
