Is the Italian AF still operational at Villafranca?

Thought not. The reason why the dutch F-16s moved to Amendola during the former Yugo-conflict was that Villafranca would become a civil field.

YES
Villafranca is still home of "3° Stormo S.O." (3° Wing Operational Support, from 2nd May 2008) of Italian Air Force.
They have no aircraft.
