Undisclosed can only mean some Eastern European government if you ask me. Any EU country would probably have to get this through parliament and the full details would be known. Azerbaijan took delivery of a new one this year (4K-AI07), but that was some time ago already.

That indeed would fit the profile. I do not know of any Russian ACJ to be delivered, but that doesn't mean much. Couldn't name another besides the one mentioned either
