Spotting possibilities @ Luke AFB + around Arizona/Nevada?

Hi there,

I will be moving to Phoenix Arizona in 1 month for my ATPL training. I will be living close to Luke AFB. Being an F-16 enthusiast I can't believe my luck :D

So I am planning a few trips to Luke AFB. I already checked the info here on scramble. The airfield guide says "When visiting Luke AFB, as important as with any other US military installation: you should stay at all times away from the fence to avoid problems with the base security forces."

My question: how must I interpret this exactly? Are you not allowed to come even close (say 50m-100m) to the fence? And if they see you at some distance from the fence is it OK to make pictures anyway? How difficult is security over there? Being a student on a student visa I can not afford any problems. So I want to be really carefull.

Another question:

Since I will be living there for 5 months I should have some time for other trips. On my list now are

Nellis AFB
Tuscon AFB
Davis Montham (AMARG)

Is MCAS Yuma worthwhile? Scramble's airfield guide mentions some AV-8B squadrons? How is the flying activity there?

And is security basically the same everywhere or does it differ per base?

Any good tips for other places to go?

Sorry for all the questions but I don't want to leave unprepared.
