Hello Stratofreighter. I believe that Shagol close to Chelyabinsk not is a regular Su-24 base. No infrastructure for weaponarsenal, old fuelstorage etc. There is a ARZ (workshop) on base, were they repair electronics (including navigation equipment). It is not first time a Su-24 goes down from base....

I suppose Sovjet had MiG-31 based at Rogachevo before, and withdrawn around 1991 to Afrikanda air base. Former fighters were also based at Amderma as Archangelsk Talagi. Both withdrawn around 2000.
