The Dutch register shows PH-MPQ as 24975, which would make it ex-VT-AIQ, N223BA, 9V-SMI. Is this correct?

Correct. As I understand it, Cityhopper are a bit short on crews. However they can't hire in pilots to cover the shortage until they manage to train more, because they would run afoul of the unions. So they dry lease the aircraft to Air Express, and then wet lease it back. Hey presto, problem solve...

And its planned delivery is at December 24th; it's an ex Pelita (like the other two that will be delivered soon) and was stored at Dinard since June. Note I said it was delivered to AMS last Saturday, it might have still needed to go into the paintshop, and might not be ready for use until the 24th...
