Hahaha Douwe, don't worry, there are more persons who had to deal with this. It's what we call a learning curve

Sometimes (When conditions are really bad/light is low) you need to crank up your ISO for getting higher shutterspeeds. Unless you're trying to create some nice panning shots, 1/25 is way to low....
Drop your Aperture down, crank your ISO up, untill you get shutter times which will be more safe. Dropping down your aperture may not be the most elegant solution (they will get more soft), but you have to choose between two bad options, where having a little bit more soft images is better then having images with a lot motion blur.
But hey, weather conditions like that are very challenging for practicing your panning skills
