This is realy sad. A airport which can't accomodate 1 small An12 due to lack of materials? How low can you ga as an airport? Rotterdam is a small airport. I doubt if it will be financially viable to invest in material to handle An-12s at Rotterdam. The 1 time per year that it might be expected........
