Tragic, real tragic. Як-52 final approach speeds aren't fast. 90kts flaps up and 85kts flaps down. I don't wanna speculate, but if the pilot .... abrupt maneuver, it looks like, he (low wing) wasn't aware of the 'slow(er)' traffic ahead.
